A mechanical problem caused unplanned flaring at Royal Dutch Shell’s 156,000 barrel-a-day refinery in Martinez, California, early Sunday morning, according to a filing with state regulators.
Tesoro said Friday that its Anacortes, Wash., refinery, rocked by a deadly explosion in April, will return to normal operating rates by the end of the following week.
