    Chevron’s Refinery in the San Francisco area got a present on Christmas Eve. The County Superior Court Judge David Flinn ruled that a tax approved by Richmond voters last year on the value of crude oil refined at the plant is unconstitutional and violates state law.

    Chevron officials say the company has paid $20.5 million after the tax was passed in November 2008. The judge said Chevron was entitled to a refund. The city’s lawyer, Michael Colantuono said the city will appeal.
