A very large international owner/operator in the Midwest is looking to bring on board an Emergency Services & Security Superintendent. Please find a position description below:
Position Title: Emergency Services & Security Superintendent
Reports To: (position) HSSE Manager
The Emergency Services and Security Superintendent will have overall responsibility for emergency response and security on site. The position will provide functional and administrative leadership to the site fire department and security staff. This includes both salaried and hourly represented staff.
This role is responsible for the development, implementation and ongoing improvements to the facility emergency response plan and the facility security plan. This requires ongoing networking with the appropriate subject matter experts in the Safety and Operational Risk group and Group Security. Additionally, the individual in this role will have regular interaction with various regulatory agencies or governmental bodies such as the US Coast Guard, Department of Homeland Security, local law enforcement, and Local Emergency Planning Committees
Essential Functions / Key Accountabilities
Develop and ensure ongoing capabilities for the site Incident Management team through coaching during events, providing training and execution of hypothetical emergency exercises
Develop and implement site-wide emergency response procedures such as severe weather response, evacuation, etc.
Develop, implement and monitor for effectiveness the Facility Response Plan
Provide specialized Spill Response and Emergency Management training support and coordination
Develop competencies of shift fire chiefs
May participate as a member of the America Response Team
Drive improvement in the site Emergency Response capabilities, both people and infrastructure
Act as the site Subject Matter Expert for fire protection and detection systems and NFPA requirements
Serve as the Facilities Security Officer (FSO) under Federal regulations and MTSA
Establish and maintain plans and resources that assure that the site meets MARSEC levels
Ensure site practices align with Group Security requirements
Serve as the primary link with the Regional Security Advisor (RSA) and the Group Security Network
Develop working relationships with law enforcement entities and industrial security professionals
Develop and implement security procedure and programs to prevent, detect and react to known or suspected cased of criminal activity, terrorist activity, or unethical business conduct in accordance with Group Standards and Guidelines
Perform security risk assessments based on vulnerability criteria to determine appropriate levels of protection and security necessary for the site
Develop, implement and monitor for effectiveness the Facility Security Plan
The OMS Subject Matter Expert is an individual that has been identified based on their role, as the knowledgeable and accountable person for delivery of one or more OMS Essentials. The incumbent in this role will have accountabilities for the following OMS elements:

4.6 – Crisis and Continuity Management and Emergency Response
This role is focused on the health and monitoring of the essentials which they are accountable for as identified in the LOMS.
Monitor the health of the essential, specifically being accountable for the conformance ranking and residual risk.
Lead the development of work process mapping for essentials where this is appropriate. This includes documentation and development of 1-2 KPIs, which demonstrate the effectiveness of the essential in delivering business value.
Lead activities in the SIP related to OMS Essential Gaps SPA.
Drive CI associated with the essential.
Provide updates into the LOMS as needed in content and document linkages.
Accountable for managing the deviation process for their essentials.
Bachelors degree preferred.
More than 10 years experience in a refining or petrochemical facility.
Strong emergency response and fire background.
Incident Command System (ICS) experience.
Experience with National Fire Protection Association (NFPA) requirements.
Working knowledge of OPA 90 Oil Pollution Control Act.
Previous experience in security.
Working knowledge of MARSEC/CFATS requirements.

Professional Credibility Deliver results and contribute to business decision making, thereby enhancing individual and functional credibility. Has confidence of site leaders.
Knowledge Leadership Effective influencing, presentation and facilitation skills. Ability to communicate intricate and sensitive situations to various levels of the organization and external environments. Ability to exercise effective independent judgment and take appropriate action. Balance team and individual leadership.
Certifications / Licenses List any required and preferred certifications/licenses
Security accreditation (e.g. CPP, CFE) preferred.
Firefighter certifications preferred
