    The Ohio Power Siting Board Monday approved allowing BP-Husky Refining LLC
    to build an electrical substation on the south side of Cedar Point Road in the Toledo suburb of Oregon as part of a $400 million investment.

    The 138-kilovolt electric substation, costing $11.5 million, is to be built on nine acres owned by BP-Husky. The company filed an application in September for permission to construct the substation because Toledo Edison’s 69-kilovolt power system was not capable of providing the increased power the refinery will need, the company said.

    The refinery would own the substation, which would be operated and maintained by
    FirstEnergy Corp., Toledo Edison’s parent company. Construction is to begin soon and be completed by May, 2011.
