Turns out that Calif mandate to go to higher specs on winter gasoline has plants tied up making it for switch at time when several plants have operation problems or are down on postphoned turnarounds.
And make it worse they wont let them sell any Winter Spec gasoline until Nov 1 which might help problem. So…. ALL Major Refiners are holding what summer production they have for thier Own stations leaving all independents in bind (like Costco). BUT ITS LIBERAL POLITICIANS/EPA/REGULATIONS that caused this not greedy refiners that is same old line they try push.
