The article is correcting that the project is on-track for end of June for completion and also that the process will be stepwise with lots of testing so that the plant meeting capacity might not reach full 413MBD till later.
The statement about Whiting now having worlds 2nd largest coker is completely wrong however.  It would have to say Refinery coker to rule out all the larger Upgrader delayed cokers, and it would have to say US delayed coker to rule out several other regional cokers tied for 102MBD rate. Further it isn’t even 2nd largest coker in US with XOM Baton Rouge, Valero & Motiva Pt Arthur, CVX Pascagoula, and Lyondell site cokers are all larger. So it would have to say the 2nd largest US single coking unit ….even that isn’t necessarily true. 
Understand Plant folks are always excited about new improvements especially when they are Best Available Tech & Size …….. but bragging rights still need bow to facts.
Should be enough that this 125yr old plant that had one first cokers (1929) ….. is still worldclass competitor in most respects, size is only minor guage of true Best in Class plant.
