I believe this is Petrom’s (Petrobrazi) Coking Refinery (~12.66MBD coker) in Romania but OGJ has many Romanian Refinery locations shown as Ploiesti (however Brazi is only 12 kilometers south Ploiesti).
Romania’s Petrom had FEED Study on Petrobrazi Refinery that resulted in Modernization project where coker will be revamped by Foster Wheeler (awarded contract 04/10/2010) in 2010-2015 time frame.

The existing Petrobrazi 2 coking units were added in 1964 & 1972 along with several units replaced at that time due damage from WWII – total capacity is reported as 12, 660MBD charge although each is shown with 0.55MM mtpy/10MBD capacity. The refinery has often ran at only 64% of its design capacity in past due shortage crude.
