Here is update on CNPC Jilin Refinery & Coker expansion after completing the expected startup in October and looks like everything was done (including new coker not mentioned per usual) to increase plants capacity by +43% (was 7.5Mmtpy) to the refinery to its expanded 200MBD (+10 million tpd) crude rate.
It mentions the expansion was part preparation for contract use some of ultimately 300MBD crude from Russian-Chinese pipeline delivery, but need to remember that some Jilin increased demand will likely be met by 2010 expanded (total +700kmtpy) crude from new P/L in Jilin Oilfield. Previous news indicate bulk of Russian crude will actually go to upgraded Liaoyang refinery.
The coker was originally an anode coker installed ~2003 but new coking unit may have 31ft diameter fuel coke drums! (It has not been on anyones past list for 2006-2011 coker cycle completions.)
