Here is update on India IOC Panipat coking refinery (IOC’s 7th refinery) that completes its expansion this year – almost same info as in the Sept 2008 news release. The Panipat article does not mention a delayed coker expansion (a common oversight in both China & India refining projects) that was expected to be part of the expansion but does mention the Naphtha cracker complex completion.
The Panipat refinery completed coker addition at end of 2006 which ~doubled the refinery capacity from 6 million to 12 million tpd crude capacity(~240 MBD), but was expected to expand /debottleneck coker to handle the current 3 million tonnes crude capacity addition & distillate upgrading.
IOC has coking projects at Pinipat, Orissa & Halida. India’s largest refinery at Reliance has just completed its doubling expansion of refinery/petrochemical complex and coking but will not come fully online until 1Q09 due refinery economics & tax benefits.
The Panipat coker has ABB technology (also doing license on Naphtha cracker) while Orissa and Reliance delayed cokers use Foster Wheeler technology and were announced in 2007.
FYI – IOC Panipat coker also not on OGJ WW Refinery Survey 2008-09.
