Here is update on CNPC Lanzhou Coking refinery explosion where 2 workers died. Fire was at oil tank farm. Lanzhou Refinery avoided any damage from a 7.8 Earthquake in 2008.
CNPC Lanzhou has 5 year plan to take capacity from 200 MBD to 400 MBD (including another coking unit between 2011-2015 but soaring crude cost & refining losses have slowed final approval process). It was not on previous refining or coking project list for 2006-2010 cycle but is expected to make the list for 2011-2016 coking cycle.
Lanzhou now makes ~350 kmtpy of fuel coke (but was previously an anode coker) that is around +3%Sulfur.
